James Fisher leads QFI’s strategic planning, alliances, and new business initiatives. Fisher is a Certified Document Imaging Architech and brings over twelve years of document conversion and business development experience to QFI. Earning business by careful analysis of project requirements and client expectations, aggressive pricing, and responsive project management, Fisher has developed digitization and records management solutions for hundreds of corporations, associations, and government agencies. Fisher works closely with the QFI team to develop efficient project workflows, identify opportunities, and build partnerships to deliver comprehensive conversion solutions to our customers.

Mr. Bartman oversees all aspects of day-to-day operations for QFI. Bartman has been involved in the production level document imaging service industry since 1988. Starting as a sales and network engineer, his hands-on experience includes document imaging system installation, integration, training, and solution consulting for local and state governments, the federal government, as well as private U.S. and foreign firms. Serving as Director of Service Bureau Operations and Director of Operations for document imaging firms since 1999, Bartman brings a wealth of experience and a solid track record of successful service bureau process innovation and business management to the QFI team.

As Senior Programmer and Imaging Analyst, Mr. Celi is responsible for QFI production system development and operational analysis. Celi brings over 25 years of program development experience to the QFI team, with 15 years as lead production system developer and imaging operations supervisor in federal and commercial contracting. With a reputation for excellence in designing processes to automate imaging, metadata creation, and quality control functions, Celi’s work is a cornerstone in QFI’s ability to consistently provide each project requirement an efficient, accurate, best value solution.
